Welcome to the Winter quarter at Foothill College and
Happy New Year! We hope that you start 2007 with renewed
energy and enthusiasm that will translate into outstanding
academic achievements and greater involvement in our
invigorating student life that will surely create many
enjoyable moments with fellow Foothill students, faculty
and staff.
We have started the New Year with a renewed commitment to provide excellent service to our international students and help you bring your dreams one step closer to reality during your tenure at Foothill. Some of the new additions include the purchase of a tax software with free access to international students (see below) and increased programming with international education focus. Be sure to check out many programs and events that we are lining up for this quarter!
This quarter Foothill welcomed about 85 new students from 25 different countries such as Cameroon, Colombia, Finland, Iran, Kuwait, Nepal, Thailand, Ukraine and others! Let us extend a warm welcome to this addition to our diverse international student body on campus.
The United States tax system requires every nonimmigrant present in the U.S. in 2006 (even for a day), WHETHER YOU WORKED OR NOT, to file a form with the Internal Revenue Service. This also applies to your spouses and dependents/children on F-2 visas.
The forms that you need to file depend on your status. For federal tax purposes, you must first determine whether you are considered a RESIDENT or a NONRESIDENT alien. If a student spends more than 5 years in the United States in F-1 status, he/she will be considered a resident alien and must be taxed like a U.S. citizen. Note that any part of a calendar year in which a student is present in the U.S. counts as a full year. If you determine that you are a resident for tax purposes, you will not be able to use CINTAX (see below).
Note: The International Student Office is not able to provide individual tax advice.
However, our office will be introducing a new service exclusively for international students for the first time this year - FREE ACCESS to CINTAX software. The software provides an easy and user-friendly way to prepare your federal tax returns online in under 20 minutes. Since there is a limit on the number of people accessing the software, international students will have to request a password in advance on a first come first serve basis. Information about obtaining a password and software instructions will be available in February. Please wait for the announcement in the next issue of the I-NEWS.
Deadlines: If you worked in 2006, the last day to meet your federal and California state tax obligations is April 16, 2007. If you did not earn any income in the U.S. in 2006 or for spouses and dependents/children, your deadline for filing a federal Form 8843 is June 15, 2007.
Employer documents: In order to fill out your federal and state tax forms, you will need the following forms depending on the income you receive: W-2 and/or 1042-S.
These forms will generally be mailed to you by your employer by January 31 of this year. If you worked in 2006 and do not receive a W-2 and/or 1042-S by the middle of February, you should contact your employer's payroll department. MAKE SURE THAT YOUR EMPLOYER KNOWS YOUR NEW ADDRESS IF YOU RECENTLY MOVED.
For questions about your W-2 and/or 1042-S forms if you worked in Foothill College, you should contact the Accounting office at 650-949-6250.
The U.S. Department of State and the Bureau of Customs and Border Protection have issued a new rule, effective January 23, 2007 that requires valid passports of all U.S. citizens as well as all nonimmigrant aliens (students on all types of visas) with citizenship in Canada, Bermuda, and Mexico, departing from or entering the United States from within the Western Hemisphere at air ports-of-entry. Prior to this, these individuals were exempt from the passport requirement. This rule does not change visa rules, only travel document requirements. A separate, future rulemaking will address land and sea travelers.

at the Mountain View Center for the Performing Arts.
Dreams of freedom and fulfillment send a family ever westward throughout the past century, from turn-of-the-century Croatia to 1940s Wyoming and finally to 1980s Japan. Full of riches for the mind and heart, it is a wise and wonderfully evocative exploration of the immigrant experience, an intriguing tale of heritage and identity spread across generations of parents and children caught between holding close and letting go.
Student tickets are only $22. January 31st will also feature a special interaction with cast members as part of Discussion Wednesdays. Please visit Theatre Works for additional information.

Did you know that 192 million Valentine's Day cards are exchanged annually, making Valentine's Day the second-most popular greeting-card-giving occasion?
Every February, across the country, candy, flowers, and gifts are exchanged between loved ones, all in the name of St. Valentine. But who is this mysterious saint and why do we celebrate this holiday? The history of Valentine's Day -- and its patron saint -- is shrouded in mystery. But we do know that February has long been a month of romance. St. Valentine's Day, as we know it today, contains vestiges of both Christian and ancient Roman tradition.
One legend contends that Valentine was a priest who served during the third century in Rome. When Emperor Claudius II decided that single men made better soldiers than those with wives and families, he outlawed marriage for young men -- his crop of potential soldiers. Valentine, realizing the injustice of the decree, defied Claudius and continued to perform marriages for young lovers in secret. When Valentine's actions were discovered, Claudius ordered that he be put to death.
Other stories suggest that Valentine may have been killed for attempting to help Christians escape harsh Roman prisons where they were often beaten and tortured.
According to one legend, Valentine actually sent the first 'valentine' greeting himself. While in prison, it is believed that Valentine fell in love with a young girl -- who may have been his jailor's daughter -- who visited him during his confinement. Before his death, it is alleged that he wrote her a letter, which he signed 'From your Valentine,' an expression that is still in use today. Although the truth behind the Valentine legends is murky, the stories certainly emphasize his appeal as a sympathetic, heroic, and, most importantly, romantic figure. It's no surprise that by the Middle Ages, Valentine was one of the most popular saints in England and France.
